IPCC publishes
its final report following investigation into
Ali Dizaei

The
Independent Police Complaints Commission (IPCC)
has today published the final report following
its investigation into an allegation that Commander
Ali Dizaei unlawfully arrested a member of the
public, assaulted him during the arrest and fabricated
evidence to support his detention. In September
2008, the IPCC received a complaint from 23-year-old
Waad Al-Baghdadi. Given the serious nature of
the allegation from a member of the public against
such a senior officer, the IPCC launched an independent
investigation.
The investigation took two months
to complete. A file of evidence was passed to
the Crown Prosecution Service in November 2008
who considered the case and decided in May 2009
that Commander Dizaei should be charged with misconduct
in public office and perverting the course of
justice. He was found guilty of both charges on
Monday 8 February following a trial at Southwark
Crown Court.
The IPCC then submitted a misconduct
report to the Metropolitan Police Authority for
their consideration. The MPA today announced that
Ali Dizaei will be dismissed with immediate effect.
IPCC Commissioner for London Deborah Glass said:
"I welcome today's decision that Ali Dizaei
has been dismissed from the Metropolitan Police.
His actions in this case brought disgrace to his
uniform and it is right that he is no longer entitled
to wear it.
Now that proceedings are concluded
we are publishing our final report. None of this
will be new to anyone who sat through the evidence
in Southwark Crown Court, but given the public
interest in the case, I believe it is important
to ensure there is a public record of the investigation
and our findings."
